Emma Naylor-Ngugi

Emma is a Senior Programme Manager for CIFF in Africa. She oversees CIFF-supported programmes in East Africa, coordinates with CIFF staff globally and represents CIFF with senior-level government officials, investors and partners in the region. Prior to joining CIFF, she served as the Regional Programme Manager for Oxfam Great Britain in the Horn, East and Central Africa, where she was responsible for assuring the quality of Oxfam’s programme and leading policy advocacy and media work. Emma’s extensive experience includes service as Oxfam’s Country Director in Uganda, where her effort to help end the 20-year war in the north was widely acknowledged, and included action at the most senior level of policy making, such as the UN Security Council. Emma has worked all over Africa, most notably in Kenya, Uganda and DR Congo, as well as in Brazil. Emma is a graduate in Social and Political Sciences from Trinity Hall, Cambridge.
